Strategic Plan 2005-2008


The National Centre for Human Rights(NCHR) was established as an integral part of the democratic development process, which took place in Jordan in the last two decades. The Center was established by virtue of a temporary law No. 75 for the year 2002 to replace the Human Rights Royal Commission operating at that time. The law of the Center was first proposed and submitted to the government by the Royal Commission at the end of its term. A year later this law was issued as a temporary law and now it is submitted to the House of Parliament for endorsement.

The law, in principle, aims at promotion and protection of human rights and public freedoms in the kingdom through institutional capacity building, and promoting the public adherence towards these rights by both: the state and society.

NCHR commenced functioning on June 1, 2003. In accordance with its law, NCHR aims at entrenching the principles and culture of human rights in the kingdom at both theoretical and practical levels, espacially the principles of non-discrimination among citizens on the basis of race, language, religion or sex. It also aims to bolster the democratic process in the kingdom in order to create a comprehensive and reliable model, based on disseminating freedoms, safeguarding political pluralism, respecting the rule of law and guaranteeing the right to economic, social and cultural development.

In brief, NCHR’s main objectives are: First to facilitate Jordan’s accession to Arab and international human rights declarations and conventions. Second is to follow up on the new developments in the national legislation related to human rights, with the aim of developing them to comply with the international standards and agreements that Jordan adhered to.

To meet these challenges, NCHR has ventured to carry out several programs and activities in the kingdom in cooperation with all concerned: ministries and governmental institutions; United Nations agencies in Jordan, along with local, regional and international civil society organizations.

Being newly established, the lessons learned through the Center’s short field and operational experience, make it imperative to adopt a three year strategic plan (2005-2008) to widen the scope, vision and mission of the center. The new strategy is to enable Jordanian citizens to face new realities, which relate to the concept and education of human rights. The plan is also meant the center, along with other similar institutions in the country to establish a balanced, well-informed society where justice, equality, and the rule of law prevail. Consequently, the aim of the center is to safeguard the dignity of the individual, protect public freedoms and the rights of each citizen to live in an atmosphere of fraternity, tolerance and solidarity without any discrimination.


In practical terms, the Mission of the NCHR is to disseminate human rights culture, protect and provide consultation and legal assistance and observe human right violations especially inflicted against those in need. To fulfill this mission, the NCHR has embarked on many activities: studies and research , seminars , workshops, issue of statements and publications and finally prepared mid-term and annual reports.

  • In order to achieve its vision, mission and objectives NCHR will function through taking the following fundamental steps into consideration:
  1. Activation of the role of the Board of Trustees and its various committees in NCHR plans and activities.
  2. Building the capacities of NCHR personnel through training and active participation in national, regional and international activities.
  3. Developing a computerized research and documentation system to facilitate the daily work of the Center.
  4. Implementation of the strategy-plan programs based on national needs and priorities.
  5. Adopting methods of consultation, coordination and networking in conducting the center’s activities with different NGO organizations. 
  6. Establishing a database to cover all activities of the Center. 
  7. Directing the Center’s work towards more advocacy, transparency and social guidance, which enable the Center to act as a national focal point. 
  8. Work on effective means to secure financial resources. 

Methods of Implementation Strategic Plan (2005-2008)

Operation and implementation of the strategic plane will be basically carried out in two stages simultaneously:

Stage one includes:

  1. Setting priorities of work.
  2. Distribution of roles and responsibilities.
  3. Setting schedule and time frame.
  4. Setting financial budget for each and individual program.
  5. Setting a continuous evaluation plan.

Stage two (on the practical level) includes:

1. Studies and Researches:
To conduct necessary studies and researches and provide information, needed for establishing a data bank at the Center and supplying the centers library with the latest publications on democracy and human rights issues.

2. Representation and Participation:
To ensure that NCHR is well represented on national, regional, and international fora including active contribution in activities on issues related to human rights.

3. Networking:
Building and strengthening relations with concerned institutions through exchanging information and legal and technical consultations and developing program of mutual interests.

4. Organizing Campaigns directed to activate public opinion:
To organize and conduct human rights raising awareness building campaigns directed for addressing the public opinion. These campaigns shall include raising awareness programs and activities and producing T.V shots on human rights issues.

5. Media and Communication Strategy:
To set a media and communication plan which identify the methods and techniques that can be effectively used in raising awareness and spreading human rights culture in the country (documents, concepts paper, booklets, opinion survey, memos and statements) in addition to covering the campaigns that are conducted by NCHR for targeted groups.

6. Lobbying:
To influence policies and decision making through the following means:

First: To prepare detailed files on different human rights issues that the Center deals with, to be at the disposal officials and decision –makers.

Second: To be a part and parcel of the national commissions dealing with human rights issues.

Third: to work with government officials on programs and activities handled by the center.

7. Promote the use of technology: To promote and update NCHR’s website on a regular basis to strengthen communication with national public opinion, and international organizations.

8. Improving staff capacities: To build and empower capacities of NCHR personnel on regular basis especially on issues related to the dissemination of a human rights culture i.e. monitoring, documenting, writing and drafting reports.

9. Setting a database: To develop a comprehensive data base at the NCHR that contains all activities, plans and procedures conducted by the center to enable it to act as a focal point for all those interested in human rights issues inside and outside Jordan.

10. Activating NCHR jurisdiction.

  • Accordingly, NCHR has prepared a strategic plan that include seven major components:
  1.  Human Rights Education. 
  2. Promoting justice and developing legislation. 
  3. Building institutional capacities of the center and promoting the role of civil society institutions. 
  4. Marginalized groups or those who encounter more violations. 
  5. Enhancing democratic and political development. 
  6. Economic, social, and cultural rights. 
  7. Writing reports.


Components and Objectives

The first Basic component:  
Human Rights Education.

Main Objective:
Integrating human rights concepts in school and higher education curricula.

  1. The content of educational curricula.
  2. Developing the educational curricula to be in conformity with the international standards.
  3. Integrating human rights concepts into the three educational levels: primary, secondary, and university levels.

Sub- objectives:

  1. Content analysis of the educational curricula.
  2. Identifying the contents and suitable means to incorporate human rights concepts in the educational curricula.
  3. Evaluate the impact of educational output of human rights education on the Jordanian society.
  4. Raising awareness of decision - makers, teachers, educational administrators, and the public to the importance of integrating human rights concepts and principles in the educational curricula.


  1. Conduct a survey to analyze human rights concepts in the primary and secondary education, and identify contents and methods necessary for integrating human rights concepts in the curricula in accordance with international standards.
  2. Conduct a pre and post questionnaire targeting students (sizable representative sample).
  3. Hold three panels with decision-makers (parliamentarians, educational administrators, Ministry of Culture, Ministry of Political Development, Ministry of Higher Education).
  4. Conduct two training of trainers’ workshops (TOT) to prepare forty trainers from the Ministry of Education.
  5. Organize working meetings (at least two) for people from the Ministry of Education and Ministry of Higher Education for the purposes of identifying mechanisms for the implementation of the study results.
  6. Holde three T.V seminars on implementing human rights concept in the educational curricula.

Targeted groups:

Relevant educational administration, teachers, students, school head masters, educational advisors.

Indicators for Sub- objectives:

  1. The formation of a steering committee and another technical committee that represent major partners to lay down the work agenda.
  2. The identification of concepts and educational values that do not comply with human rights principles and are still embodied in school curricula.
  3. The adoption of certain suggestions and recommendations indicating which programs should be used for the purposes of integrating human rights concepts in the curricula.
  4. Commitment of decision -makers and educational authorities to comply with the national dealing with the integration of human rights concepts in educational curricula.

Activities Indicators:

  1. To come up with tangible results based on questionnaires conducted on a sizable sample of students.
  2. Conduct the study in cooperation with specialized expertise to Identify human rights concepts to be integrated in the curricula .
  3. Graduation of 40 TOT trainers.
  4. Training programs for teachers and education advisors by the TOT trainers.
  5. Effective participation by the official authorities and media in the press conference devoted to give more attention to the question of amending the curricula.
  6. Effective participation by partners in working meetings concerned with laying down a comprehensive action plan for carrying out the program according to schedule.
  7. With regard to training coursers:
    a. Number of participation forms.

Second Basic Component:

Strengthening Justice and developing legislation.

Major Goal:

Protecting human rights guaranteed by the provisions of national legislation and international treaties.

Sub Components:

  1. Implementation and Ratification of international human right treaties.
  2. Analyzing legislation.
  3. Penal reform.
  4. Strengthening the methods of network support to vulnerable groups.
  5. Empowering victims of violations.

Sub Goals:

  1. Ensuring that international human rights treaties are part of the national legislation (ratification of the signed treaties and accession to new ones as well).
  2. Ensuring that national legislation complies with international human rights standards.
  3. Developing the national justice system.
  4. Providing legal and judicial support to needy groups and measuring the effectiveness of (the support and collaborator network methods) in providing the necessary legal assistance.

Judges (Shari’a, Regular, Special Courts Judges), Judges assistants, Public Security Directorate, General Intelligence Department , legislature Bodies, Human Rights NGOs, Parliamentarians, Academic bodies, Governors.

  1. Assessment of the legislation related to human rights issues in national legislation to identify laws to be given priority for amendment.
  2. Analyzing 6 legislation yearly.

  4. Holding 3 round table discussions for parliamentarians.
  5. Publishing the results of the assessment of legislation.
  6. Holding 6 training workshops for judges on essential human rights issues.
  7. Participation in the training courses for judges which are implemented by the Judicial Council.
  8. Conducting 3 basic training workshops for the members of the collaborator and support network groups (lawyers branch).
  9. Conducting 3 training workshops for parliamentarian on the role of legislation and monitoring in protection of human rights.

Indicators for Sub-Goals:

  1. Finalizing the constitutional procedures by the House of Parliament needed for ratification of the 6 main international human rights conventions.
  2. Submitting proposals and recommendations in the regard to amending and developing 18 laws (6 per year) to be in compliance with international standards.
  3. Determine national criteria for the duration of court procedures.
  4. Increasing the number of judges trained in human rights issues.
  5. Developing a system for justice accountability.
  6. Increasing number of resource people and parties willing to provide free legal aid.
  7. Increasing the participation of the support network groups in the NCHR activities, monitoring, research and training.

  1. Identification of the law which have apriority to be revised and developed t.
  2. Analyzing 6 laws / per year from the priority laws list.
  3. Distribution of Publication.
  4. Experts and specialized people agreement on the importance of tacking recommendations regarding legislation analysis into consideration.

  7. Coming up with a memorandum of understanding with: a)Ministry of Justice, b)Judicial Council on courses aimed at capacity building for judges.

    c) Training 28 lawyers from the support network groups on human rights issues.
    d) Assumption of the network members to their voluntary responsibilities in providing support and legal council and representation.

Third Basic component:

Developing the capacity of the NCHR and strengthening the role of civil society organizations.

Enhancing the capacity of the NCHR and the civil society organizations to enable them to become more effective.

Sub Goals:

  1. Developing the capacity of the NCHR staff both at the management and the planning level.

  2. Developing the NCHR rules and mechanisms of work.

  3. Empowering the NCHR’s role in the field of monitoring and documentation.

  4. Empowering the role of NCHR theoretically and practically on local, regional and international levels.

  5. Strengthening the legal jurisdiction of the NCHR in accordance with international standards (in terms of specialization funding, independence, cooperation).

  6. Enhancing the role of the NGOs in disseminating Human Rights culture.

  7. Organizing national campaigns. 


  1. Improving the skills of the NCHR staff technically and administratively:
    • Technically:  (documentation, investigation, report writing/ analysis of legislation, TOT training ).
    • Administratively: (writing memos, Job description and Job function. proposal writing).

Fourth Basic Component:

Providing support and protection for at-risk groups in order to achieve their basic rights.

Sub Goals:

  1. Combating all forms of violence against women.
  2. Providing support and protection to women at conflict with the law.
  3. Protecting children from all forms of exploitation (economic, sexual, drugs, violence).
  4. Strengthening the capacity of official institutions personnel in dealing with refugees’ issues.
  5. Developing the capacity of those working with the handicapped as per human rights standards.
  6. Increasing the level of awareness of all sectors of society to respects the rights of marginalized groups.

Strengthening the basis for political development and democracy

Major Goal:

Broadening public participation in decision making and monitoring.

Sub Goals:

  1. Developing legislation that hinders the civil and political rights of the puplic.
  2. Supporting the legislative body in order to perform its legislative and monitoring role to protect public freedoms.
  3. Raising the awareness of citizens and decision makers regarding the concepts of democracy and good governance (transparency, responsibility, accountability, comprehensive security).
  4. Observing public freedoms including electoral process.

Target groups:

Parliamentarians, Political Parties, Professional Unions, governorates, Municipality Councils, Women’s organizations, Youth organizations.

  1. Formation of a working group at the NCHR that work on monitoring elections and the status of public freedoms.

  3. Conducting 5 seminars on the legislation related to political development and democracy (NGOs laws, Elections law, political Parties laws, General Meetings law, Constitutional Court Law).
  4. Publishing of information sheets for raising awareness on the importance of public participation in elections.
  5. Holding three training workshops for identified target groups on issues of Democracy and Human Rights.

Sixth Component:

Economic, Social, Cultural Rights.

Major goal:

Strengthening the ability of citizens to maintain their economic , social ,cultural rights according to international standards.

Sub – components:

  1. Developing the national plans of action relevant to economic, social, cultural rights. 
  2. Developing the national legislation regarding the right to work, residence, education, and health etc…. 
  3. Improving the quality of assistance directed to marginalized groups to maintain their economic, social and cultural rights.

Target group:

Employees of relevant Ministries (Ministry of Social Development, Ministry of Labor, Ministry of Health, Ministry of Education , Ministry of Higher Education, Ministry of Culture, Ministry of Planning ), Social Security Department , Civil Service Bureau.

Seventh Component:

Report Writing

Major Goal:

Publication of highly professional credible and specialized reports, which reflect the credibility of the NCHR in monitoring the status of Human Rights in Jordan.

Sub- Component:

  1. The annual report on the status of Human Rights in Jordan.
  2. Reports submitted to monitoring treaty bodies (in the UN).
  3. Periodical Reports.
  4. Reports on tasks and activities conducted by the Center.

Sub- Goals:

  1. Inclusion of all Human Rights issues in the annual report.
  2. The reports to reflect the independence of the NCHR and its institutional capacity.
  3. Inclusion of the NCHR’s initiatives and activities as a part of the reports submitted to the treaty bodies.
  4. Provision of information to government organization entrusted with reporting to international Treaty Bodies.
  5. Reports are of high quality.
  6. Development of the NCHR’s monitoring and information mechanisms.
  7. Identifying the NCHR’s stand with regard to the issues of Human Rights.
